SPARC is an independent non-governmental organization registered as a society in Pakistan in December 1992 and has been working exclusively on child related issues since then, drawing inspiration from the United Nations Convention on the Rights of the Child. The Special Child Welfare Advisory Panel was formally approved as part of the settlement of the lawsuit in January 1999. In December 2000,the Panel made a Final Report to the Federal court overseeing the case. Subsequently, New York City requested that the Panel continue to work with ACS for another year, and the Panel has agreed to do so. All of the Panel's reports are available.
